Who is responsible for maintaining alleyways at the rear and sides of residential properties?

Anonymous (Public sector)

Q:
Who has the responsibility for maintaining alleyways at the rear and sides of residential properties. This land is usually not part of the title of any of the properties otherwise they could exclude others from using it. So the developer usually grants rights of way to the property owners and retains ownership of the land. What if the development was built 100 years ago and the developer was a company which no longer exists or an individual? Who the owns the land and is responsible for maintenance?
