Rule against double portions: Does the testamentary gift have to be made before the lifetime gift and is there a separate "bringing into account" rule?

Q:
Rule against double portions: for this to apply does the testamentary disposition have to be first in time and therefore the lifetime gift subsequently so all lifetime gifts prior to the date of that testamentary disposition are ignored for the purposes of this rule? Is there a separate "bringing into account" rule or is this the same thing? I have read the 30 March 2011 article.
