Upon termination of a contract between a controller and processor, does providing the controller with access to the data to perform a data extraction, constitute a return of the data as required under Article 28, UK GDPR?

At the end of a contract between a data controller and a data processor where a contract obligation is that the data processor must return the data to the data controller if requested, if the data controller requests the return of data, is the provision by the data processor of access to extract the data from its system considered to be a return of data or must the data processor extract and return that data?
